What Cali Rad Techs Need to Know About Venipuncture Certification
Radiologic technologists in California have long played an essential role in patient diagnostics and care. With increasing use of contrast materials in imaging, the need for technologists to perform venipuncture is more important than ever. But what’s legally required to do so? Senate Bill 1199, which amends Section 106985 of the Health and Safety Code, lays out the guidelines for training and certification.
In this article, we’ll break down what the bill means and how radiologic technologists can meet these requirements with a specialized online course from Pedagogy Education.
SB 1199 Summary: Venipuncture Scope for Radiologic Technologists
Senate Bill 1199 authorizes radiologic technologists, certified under the Radiologic Technology Act, to perform venipuncture in the upper extremity to administer contrast materials—only under the direct supervision of a licensed physician and within a facility-approved protocol.
To qualify, technologists must:
- Be certified competent in venipuncture
- Complete both didactic and clinical training
- Hold documentation of completion from an approved educational program
Required Education and Training Under SB 1199
Radiologic technologists must meet both of the following components:
1. 10 Hours of Didactic Instruction
Training must include:
- Anatomy and physiology of venipuncture sites
- Venipuncture equipment and instruments
- Puncture techniques and IV line establishment
- Hazards and complications of venipuncture
- Postpuncture care
- Use of antianaphylaxis tray
- Basic first aid and CPR
2. Supervised Clinical Practice
Radiologic technologists must also:
- Complete the provided skill checklist, by performing 10 venipuncture sticks per your facility policy with a qualifies preceptor. The completed skill checklist is to be kept in your personnel file in case of audit!
Note: Individuals who completed the training prior to January 1, 2013, may be exempt from repeating these steps if their facility documents ongoing competency.
Supervision Requirements
- Personal supervision during training = Supervisor is physically present, observing each procedure.
- Direct supervision during practice = Physician must be present in the facility and immediately available to respond to complications.
What Radiologic Technologists Are Not Authorized to Do
Even with certification, radiologic technologists are not permitted to:
- Perform arterial punctures
- Start or reposition central lines
- Conduct cutdowns or initiate central venous access
